Why Council Culture?

We understand councils. The unique dynamics, the pressures, the all-too-common breakdowns in communication. Council Culture combines deep expertise in communications, psychology, and governance to help councils and their staff build stronger, healthier working relationships.

Led by experienced professionals in coaching, counselling, and strategy, we provide a safe space for councils to address challenges, improve teamwork, and create a culture of respect.

Becky Walsh
Founder, Council Culture
Counselling, Coaching and Communications Specialist.

Becky works with councils facing communication breakdown, both public and internal. Difficult personalities, officer–member tension and cultural fatigue. Her approach brings psychological insight into local government without clinical language. She combines human behaviour training, communication strategy and comedy to reduce defensiveness, expand empathy and shift culture from fear to function.

Her delivery style is warm, direct and human. She teaches councillors, clerks and officers how to recognise psychological drivers in conflict, understand power dynamics and break long-standing behaviours of email aggression, public shaming, triangulation and disruptive meeting conduct. She also works with community engagement for councils that want a great relationship with their local community.

Her background in theatre and comedy allows her to teach self-awareness and interpersonal behaviour without humiliation or blame. This creates safety and makes the more difficult truths digestible.

Her work integrates:
• Transactional behavioural patterns in councils
• Psychological safety for officers and members
• Repair after rupture rather than punishment or blame
• Cultural tone setting by chairs and clerks
• Practical communication tools for high-tension environments
• Humour as a regulated state, not avoidance

Becky is also a qualified counsellor, coach and has a professional qualification in PR. She works with councils incorporating policy, but through human systems. This makes her training different from legal-only approaches. She treats conflict as a well-being issue, not a failure of professionalism.

Unique Training Approach
Becky uses humour to interrupt threat responses without belittling anyone. Councils often arrive in sessions on the defensive. Laughing safely at shared absurdity drops the guard. Once the nervous system settles, real reflection becomes possible. This avoids the toxic combination of shame, legal defensiveness and political face-saving.

Her method:
• Comedy to disarm
• Psychology to explain
• Real language to rebuild
• No jargon
• No humiliation
• No lecture-style moralising
